Key Takeaways: How the Growth & Skills Levy Units Work
Following the DfE updates on March 16, 2026, Apprenticeship Units offer a modular alternative to full standards. Designed for rapid technical upskilling (30-140 delivery hours), these units are 100% funded through the new Growth & Skills Levy. Unlike traditional apprenticeships, units are provider-assessed via a Skills Test, bypassing the external assessment delays of the past.

Participant & Funding Eligibility for Modular Units
Who is eligible to take an Apprenticeship Unit?
Apprenticeship units are exclusively for employed (Spending at least 50% of working hours in England) learners aged 19 or over, where an employer has identified a need to upskill them quickly to remain competitive.
Is funding available for non-levy employers?
Yes. From April 2026, non-levy SMEs receive 100% funding for apprenticeship units; the previous co-investment model is not in place for modular training. For levy-paying employers, with insufficient funds, the government pays 95% and the employer pays 5%, 100% will be paid where funds are available.
Unit Content, Delivery, and Duration Limits
How many delivery hours are required for a unit?
Each unit must consist of a minimum of 30 delivery hours and a maximum of 140 delivery hours. This ensures that the training is substantial and aligned with national occupational standards while remaining bite-sized.
What is the delivery timeframe for modular training?
Units must be completed within a window of 1 to 16 weeks. This agile delivery model is designed for intensive technical sprints, such as quarterly AI adoption cycles or rapid Green Energy transitions.
Training Provider Eligibility: The Tier 2 SSA Requirement
Which providers are authorised to deliver Apprenticeship Units?
Eligibility is restricted to organisations on the Apprenticeship Provider and Assessment Register (APAR) that are currently delivering the Tier 2 Sector Subject Areas (SSAs) from which the units are drawn. Providers must also have no "at risk" indicators on the Apprenticeship Accountability Framework (AAF).
Why Cambridge Spark is qualified for the AI rollout
The first wave of 7 units released for April 2026 targets critical national shortages. As a specialist provider on the APAR with active delivery in relevant Digital and AI subject areas , Cambridge Spark is equipped to deliver the AI Leadership Unit.
The Official "First 7" Apprenticeship Units (April 2026):
- AI Leadership (Developing AI Strategy)
- Electric Vehicle Charging Point Installation & Maintenance
- Electrical Fitting and Assembly
- Mechanical Fitting and Assembly
- Permanent Modular Building Assembly
- Solar PV Installation and Maintenance
- Welding
Strategic Progression: Don't Lose Your Levy
With the August 2026 12-month levy expiry rule (halved from 24 months), employers must spend funds faster to avoid them returning to the Treasury. Apprenticeship Units provide the fastest route to utilise expiring funds while banking credits that can be used as Recognised Prior Learning (RPL) for future progression opportunities.
