With the 2026/2027 Apprenticeship Funding Rules actively taking effect for all new cohorts starting from August under DWP (Department for Work & Pensions) oversight, HR and L&D leaders have new opportunities to accelerate digital and AI capability.
The highlight of this update is a sharp focus on early-career talent and flexible learning featuring 100% government-funded training for under-25s, a £2,000 recruitment grant, and official delivery starting on the 30-hour modular Apprenticeship Units under the Growth and Skills Levy.
As an HR director, L&D leader, or transformation head, this is a timely reminder to audit your account balances and optimise your training budget across Cambridge Spark’s modular units, Level 3 to Level 6 apprenticeships, and commercial executive programmes.

|
Build broad workforce capability at zero commercial training cost |
Protect commercial L&D budgets by using Levy funds for core workforce capability |
If your organisation operates entry-level programmes, non-levy entities, or supply-chain partners, taking on under-25s in data and AI programmes is now 100% government-funded. Combined with the £2,000 cash grant launching in October 2026, building junior digital capability is more cost-effective than ever.
The Growth & Skills Levy framework unlocks rapid, unit-based upskilling. Instead of pulling managers away for multi-year qualifications, teams can complete focused, 30-hour AI leadership units, bringing strategic planning, governance, and transformation capabilities straight back into daily operations.
With the accelerated 12-month expiry window, unspent Levy funds disappear quickly. By directing existing account balances into accredited pathways; such as Cambridge Spark's Level 3 Data Citizen, Level 4 AI Workflow Specialist, or Level 6 AI Engineer programme you upskill operational managers and technical leads at zero extra cost, preserving your commercial L&D budget for custom executive alignment.

How does 100% funding work for under-25 apprentices?
Training and assessment costs for apprentices aged 16 to 24 are fully funded by the government. This applies to non-levy employers as well as levy-paying employers whose Apprenticeship Service balances have been fully utilised.
What is the status of modular Apprenticeship Units under the Growth & Skills Levy?
Delivery of modular units (lasting between 30 and 140 hours) by approved providers is actively underway. These units allow organisations to target specific, high-priority capabilities, such as AI workflow automation without committing to a full multi-year framework.
How do non-levy employers claim the £2,000 recruitment grant?
Starting October 1, 2026, non-levy employers recruiting a new apprentice aged 16 to 24 who starts within 90 days of employment can claim the £2,000 grant directly via their Apprenticeship Service account, paid in two instalments.
Which Cambridge Spark programmes are Levy-fundable?
Both Cambridge Spark's 30-hour modular AI App Units and full Level 3 to Level 6 Apprenticeship Standards (such as Data Citizen, Data Analyst, and AI Workflow Specialist) are eligible for Levy funding.
